Program Analyst Job Description: The Program Analyst will partner with technical counterparts to facilitate effective project execution through cost management. The focus is on accurate, complete and responsive reporting. The position is looking for a dynamic and independently motivated candidate that will provide both Subcontracts-related support and Financial-related support. The candidate will split time about 50/50 for each of the support areas. The candidate must be able to communicate clearly and effectively with a wide range of audiences. Program Analyst Requirements: Subcontracts Analyst (50%) ·       Assess and record costs from subcontractors on a weekly and monthly basis. ·       Review subcontractor funding status and calculate additional funding to be provided as needs arise. ·       Based on past spending, and upcoming work, determine Estimate to Complete (ETC) for subcontractors. ·       Coordinate with the team to ensure proper subcontractor funding is in place for each contract year. ·       Draft/Submit Program Control Directives (PCDs) to Program Management (PM) for approval. ·       Draft and maintain vendor status spreadsheets accordingly with updated funding information. ·       Assist with updating the subcontractor’s statements of work ·       Plan, coordinate, and assist with closing out all subcontractors’ Purchase Order (PO) line items at the end of the contractual year. ·       Review PO history for PO Line closeout. ·       Assist Subcontracts Analyst (SCA) with administrative and ad hoc tasks. Financial Support Analyst (50%) ·       Support Program Office with Earned Value Management (EVM) and financial analysis of performance metrics, finances, subcontracts, and contracts. ·       Assist finance lead with monthly work package activity, outlooks, profit projections, rate analysis, Return on Sales (ROS) %’s, Quarterly Cost Status, and Ad Hoc reports. ·       Support bottoms-up and top-down cost estimate for annual contract years and additional scope. ·       Support development, maintenance and analysis of control accounts within various functional areas. ·       Support monthly Earned Value Management (EVM) status in accordance with proper principles for Labor and Material. ·       Support development and submission of variance analysis/reports, work authorizations and Baseline Change Request (BCRs). ·       Ad Hoc production Material Distribution Center MDC material inventory. ·       Support De-Obligation breakdown efforts for fiscal year end. ·       Manage/Track material acquisition of Other Direct Cost (ODC) and as needed production buys through the full procurement cycle (planning, order, receipt). ·       Ensure compliance to customer procedures and external standards. Program Analyst Qualifications: ·       Bachelor’s degree in finance, accounting, or similar field of discipline and 3-5 years of experience preparing and analyzing a variety of financial data. ·       Candidate must be able to obtain and keep a DoD Secret Clearance which means you must be a U.S. Citizen. ·       3-5 years of experience with EVM preferred. ·       High comfort and experience level with Microsoft Excel, including the ability to create effective financial reports as needed.  ·       The ability to excel under pressure and meet strict deadlines. ·       Demonstrated ability to accomplish tasks and projects within cost and time constraints. ·       Excellent verbal and written communication. ·       High attention to detail.
