Responsibilities

We are looking for an experienced and proactive Facility Security Officer (FSO) to oversee and manage all aspects of facility security operations. This role is critical in ensuring compliance with government and corporate security requirements. The FSO will be responsible for developing, updating, and maintaining security plans, procedures, and instructions, as well as performing essential access control functions, including managing badges, access cards, and visitor requests. The ideal candidate will have extensive knowledge of the Defense Information System for Security (DISS) and experience working within the SCI/SAP program environments. Strong organizational skills, attention to detail, and the ability to handle sensitive information are essential for success in this role.

ESSENTIAL FUNCTIONS:

  • Updates security plans, procedures, and instructions.
  • Manages badges, access cards, and visit requests.
  • Utilizes DISS and ensures compliance with SCI/SAP Program requirements.
  • Attend weekly meetings with NAVAIR Headquarters and local DITAC leadership to ensure they are aware of all NMCI policy updates and changes.
  • Manages acquisition and employment of program/project resources. The primary focus is managing security in their facility while updating security plans, procedures, and instructions; performing access control responsibilities, including managing badges, access cards, and visit requests; and having experience using DISS and the SCI/SAP Program.
  • Develop, update, and enforce security plans, procedures, and instructions in alignment with NISPOM and DoD standards.
  • Perform routine inspections and audits to ensure compliance with security policies.
  • Manage security operations for classified and unclassified work environments, ensuring appropriate safeguarding of information.
  • Oversee personnel security clearance processes, including submitting and maintaining clearances via DISS or successor systems.
  • Ensure compliance with all investigative and adjudication requirements for facility staff.
  • Manage badging, access cards, and visitor access, including vetting and escorting procedures.
  • Implement and monitor access control systems to manage physical entry to the facility.
  • Conduct opening and closing procedures for secure areas in compliance with DoD guidelines, including security checks and alarm activation.

Qualifications

MINIMUM REQUIREMENTS:

  • Bachelor’s degree from an accredited college or university
  • Proficiency in the use of IBOS, ServiceNow, Jira, and Share Point.
  • Ability to manage and track assets using the NMCI Enterprise Tool (NET) database.
  • Knowledge of security clearance processes and requirements.
  • Strong communication and customer service skills.

EXPERIENCE REQUIRED:

  • 7 - 12 Years

PREFERRED EDUCATION AND EXPERIENCE:

  • Experience with the SCI/SAP Program.
  • Knowledge of NIST 800-171 and compliance requirements.
  • Familiarity with DoD and DON operations security (OPSEC) requirements.

ADDITIONAL REQUIREMENTS:

  • Must be a U.S. citizen.
  • Must possess a Top-Secret security clearance.
  • Knowledge of NISPOM, SECNAVINST 5510.36B, DoD Instruction 5200.48, and related regulations.
  • Experience with NAVY based security standards, procedures and requirements.
  • Proficient in using DISS, and other security management systems.
  • Excellent organizational, communication, and interpersonal skills.
  • Familiarity with handling classified materials and managing secure facilities up to the Secret or Top-Secret levels.
  • Proven ability to implement and manage OPSEC and COMSEC programs.
  • Experience with visitor control and managing contractor personnel security requirements.
