Position Summary

This is a professional career service position located in the Waiver Policy and Enrollment Unit within the Agency for Persons with Disabilities (APD). The employee serves as the APD’s subject matter expert for waiver processes to include Medicaid eligibility and redetermination along with other related activities that lead to successful outcomes and support individuals with unique abilities.

The Work You Will Do 

  • This position is responsible for Medicaid eligibility and redeterminations for the iBudget Florida Waiver clients. The incumbent is the liaison between the APD, the Department of Children & Families (DCF), Waiver Support Coordinators (WSCs), and the Agency for Health Care Administration (AHCA) for any Medicaid eligibility needs. This includes working and communicating with APD’s Regional offices. Provide technical assistance, training, and oversight of staff in the State and Regional offices regarding the eligibility process.
  • Assist with completing iBudget Florida Waiver client enrollments and disenrollments following established rules, statutes, and procedures.
  • Performs duties to support the Waiver Unit, including but not limited to, review of client cost plans, assists with updating iBudget Florida Waiver client budgets, assists with Significant Additional Needs (SANs) requests for clients, and special assignments relating to changes in the Medicaid Waiver as needed. Assist in the identification and resolution of specific problems concerning policy implementation and service delivery. Provide technical assistance regarding programmatic and consumer issues and assists in interpreting rules, policies and standards.
  • Tracking and maintaining data used to monitor and inform core operational processes.
  • Performs other related duties as assigned.

Minimum Qualifications

  • A bachelor’s degree or four (4) years’ experience in health and human services or education.
  • One or more years of experience in Medicaid eligibility preferred.
  • Must have valid driver’s license or other efficient means of transportation and able to travel for work purposes.

Knowledge, Skills, And Abilities

Knowledge of:

  • The structure and content of the English language, including meaning and spelling of words, rules of composition, and grammar.
  • And experience in Medicaid, including eligibility, redetermination, and enrollment.

Ability to:

  • Communicate effectively, orally and in writing.
  • Establish and maintain effective working relationships with internal and external customers.
  • Deal with the public in a tactful, courteous and effective manner.
  • Analyze problems comprehensively and recommend solutions /change(s) quickly and effectively.

Direct Deposit Program

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
