The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action. We are working towards making these data more accessible, timely, equitable, meaningfully usable, protected, and actively used. CPHDS aims to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.

DOHMH is seeking a Senior Product Manager to spearhead the development of data platform and products within our Integrated Public Health Data Infrastructure portfolio. We are a collaborative team dedicated to advancing public health through new data infrastructure and accessible information. As part of our mission, we are building an enterprise data platform and supporting both internal and external data products to enhance our public health initiatives.

Position Summary:
As the Senior Product Manager for the Data Infrastructure Portfolio, you will lead the strategic vision, development, and scaling of our enterprise data platform while also steering the roadmap for interconnected internal and external data products. Your role will be critical in building data infrastructure, facilitating cross-functional collaboration, and ensuring compliance with health data standards, ultimately driving meaningful outcomes for public health.

Job Duties and Responsibilities:
Developing infrastructure strategy and roadmap
- Define and communicate a cohesive strategy for the data platform and its role in supporting internal and external data products and data exchange, aligned with organizational goals and broader public health objectives.
- Develop a product roadmap that balances short-term needs and long-term vision, ensuring the platform and products evolve to meet user requirements and compliance mandates.
- Drive stakeholder alignment around the data platform’s role in enabling effective, interconnected data products that serve both internal and external audiences.
- Implement data for equity and data quality features in the platform to ensure a uniform equity lens across future data products.

Collaborating with partners and stakeholders
- Collaborate extensively with internal teams (e.g., data engineers, analysts, epidemiologists, legal, compliance) to understand requirements and dependencies across data platform and product development.
- Engage with regulatory and compliance teams and data governance team to ensure all products adhere to health-related data regulations, including privacy and security requirements.
- Facilitate regular touchpoints with end-users, capturing feedback and requirements to refine and prioritize product features across the platform and data products.

Managing development
- Oversee the end-to-end development lifecycle for the data platform, from feature prioritization and sprint planning to testing and release management.
- Coordinate with technical teams to ensure that internal and external data products are built on a scalable and secure foundation, fully integrated with the data platform.
- Maintain comprehensive documentation for product features, technical guidelines, and compliance measures, ensuring transparency and continuity in product development.
- Define, track, and communicate relevant KPIs for the product to measure performance and contribution to business goals and strategy.

Managing user experience and adoption
- Lead user experience initiatives, working with designers and developers to create intuitive, accessible, and responsive data platform and products tailored to internal and external audiences.
- Develop adoption and engagement strategies, including user training, support resources, and feedback mechanisms to ensure products deliver value and foster collaboration across the organization.
- Collect and analyze user feedback on both internal and external products, integrating insights into iterative development cycles to continuously improve product effectiveness and user satisfaction.

Ensuring data compliance and risk management
- Implement and monitor data compliance practices across the data platform and products, ensuring adherence to health data regulations and internal policies.
- Develop and communicate risk management strategies, with a focus on secure data access, storage, and sharing across internal and external products, proactively mitigating potential compliance risks.
- Stay current on regulatory updates in health data management, translating these requirements into actionable compliance measures for the data platform and associated products.

Preferred Skills:
- 5+ years of product management or related experience.
- Master’s degree in public health, data science, health informatics, computer science, or a related field.
- Understanding of public health and population health data, interoperability standards and policies, and applicable regulations.
- Understanding of data systems, data governance, data analytics
- Ability to lead cross-functional teams and work collaboratively across diverse and matrixed stakeholders.
- Ability to surface, prioritize, and balance multiple stakeholder priorities.
- Strong project management skills to manage multiple projects and deadlines simultaneously.
- Demonstrated success in defining and building data and technology products.
- Excellent problem solving and analytical skills, including experience analyzing and leveraging data to inform decision making.
- Demonstrated ability to communicate complex technical information effectively to various stakeholders verbally and in writing.
- Ability to adapt and respond to changes due to emerging public health needs and priorities.
- Background in public health is preferred
- Technical proficiency: R, Python, SQL, HTML, JavaScript, DataWrapper, GitHub, SAS, bash
- Preferred experience: Interpreting, analyzing, and drawing conclusions from epidemiological and other public health or publicly sourced data

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
