Position Specific Summary

The Artificial Intelligence (AI) Program Manager position at the City of Tucson’s Information Technology Department (ITD) is responsible for leading the development, implementation, and management of AI initiatives. This role is crucial in formulating AI strategies, establishing standards, and ensuring the effective integration of AI technologies to enhance business operations and achieve organizational objectives.

Work is performed under the supervision of the Information Technology Manager. This position exercises supervision over Artificial Intelligence personnel.

  • Formulates AI use standards and guidelines by establishing best practices for AI project management and deployment. Establishes and monitors compliance to processes and policies to ensure minimal risk and potential misuse per City risk tolerance. Ensures compliance with legal and ethical standards though monitoring and identifying risk within all AI programs.

  • Leads AI adoption and implementation strategies. Engages stakeholders for AI-driven solutions adoption to outline recommendations. Develops and executes strategic plans for AI integration though roadmaps and framework. Identifies and champions AI use cases for City goals & strategy.

  • Oversees and maintains AI applications and tools. Conducts AI tool performance reviews, updates, and integrations. Collaborates with IT for technological integrations. Manages AI portfolio, standards, and directly oversees high risk AI products and solutions.

  • Develops a system for monitoring AI initiatives’ performance to ensure compliance. Assesses effectiveness and impact using data-driven metrics. Reports progress and challenges to senior management. Enacts restrictions or removal of AI or users violating and exceeding risk tolerance.

  • Provides leadership, support, and training for AI personnel. Reviews employee timecards. Resolves employee concerns as needed. Assigns tasks, set goals, monitor progress, and ensure team members understand their roles and responsibilities.

  • Designs and implements AI training programs. Promotes a culture of continuous learning and innovation. Enhances employee capabilities to contribute to AI projects. Leads and directs work of employees on IT sponsored City AI projects.

  • Establishes partnerships with academia, industry, and technology experts. Represents the city in AI-related forums and conferences. Leverages external expertise for innovative AI solutions. 

  • Assists in special projects.  Maintains knowledge on current developments and practices. Provides backup as needed. Assists in resolving a variety of related issues. Performs other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Bachelor's degree

Work Experience:

Three (3) years of directly related experience

License:

Any combination of relevant education and experience may be substituted on a year-for-year basis.

PREFERRED QUALIFICATIONS:

Advanced Degree: Master’s or Ph.D. in Computer Science, Data Science, Artificial Intelligence, or a related field.

Experience: At least three years experience in Governance of AI or similar autonomous / advanced solutions within public or private sectors.

Technical Experience: Deep understanding of machine learning, natural language processing, and AI framework development.

Analytical Skills: Strong analytical and problem-solving skills with the ability to analyze complex data and translate it into actionable strategies.

Ethical Understanding: Knowledge of ethical considerations in AI and experience in developing guidelines that ensure AI use aligns with public values and regulations.

Innovation and Leadership: Demonstrated ability to lead innovative projects and initiatives, with a keen interest in exploring new technologies and AI applications for public benefit.
